Student Services

The Student Services office is located on the ground floor adjoining the entrance lobby. Operating from 8.30am to around 5.30pm weekdays, the office provides assistance with:

  • Health Care Assistance: Sapporo is a safe city and the standard of medical care is first class. However we do advise that you need to consider and in some cases make preparations so that your life will be easier during your stay if illness occurs. Please ensure that your vaccinations are up to date before travelling.

    Students enrolling in the Summer and Winter programs are advised to have travel insurance or other portable insurance coverage. Please note that Japanese hospitals, clinics and other health facilities will generally not accept foreign insurance policies in lieu of payment, so all fees for treatment and hospitalization must be paid in full before discharge. Students covered by foreign policies will be required to pay for all services immediately, and to wait for reimbursement later from their particular insurance scheme. This is something of a hassle - also note that as the receipts provided by Japanese health care providers will invariably be in Japanese, you would normally have trouble gaining reimbursements from the foreign policy provider. However our staff members will assist you in obtaining the documentation you need for reimbursement.

    Students with student visas (Academic Year, General Course) are eligible for Japanese National Health Insurance (JNHI) and can join on arrival. Faculty and administrative staff will be available to assist you with any medical problems or questions you have, The JNHI is administered by the City government and will be funded partly by your premiums, with significant subsidies from both the national and prefectural governments. It provides full cover for medical services include dental services. The premium usually varies depending on factors such as the applicant's annual income, the number of dependents, etc. A student may apply for a reduction of the premium at the time of application, by declaring at the City Hall that they have not received any income during the previous year (as the JNHI measures income in terms of "income earned in Japan" - this isn't a problem). The maximum rate of reduction is 60%. The JNHI policy covers between 70% and 80% of the cost of general medical and dental care and hospitalization. You will receive receipts for the part payments you need to make if you require medical attention. If your expenses for one year exceed a certain level (usually 60000 yen per year) then the excess is refunded. Our staff will assist you in obtaining the insurance and any required refunds. JNHI will provide student visa holders with more extensive cover at lower costs and with less bureaucracy than any overseas health insurance provider can match.

  • Visa Extensions: Assistance with the documentation and procedures for extending a student visa, changing a work visa (etc) into a student visa, extending a short term tourist visa (only possible for Austrian, German, Mexican, Irish, UK, Liechtenstein and Swiss passport holders), and general visa advice.

  • Counselling: Advice for both studies and living in Sapporo, including the procedures for obtaining part-time work permits (student visa holders only).

  • Housing Assistance: Students in the Summer and Winter programs have their accommodation included in the program fee, but student visa holders may wish to experience living in an apartment for part or all of their stay in Sapporo. The office can provide information on options, locations, pricing and contract procedures.

  • Banking: Any student with an Alien Registration Card (ARC) can open a bank account. To obtain the ARC you need to take a copy of your accommodation address, and 2 passport photographs to the city hall. The process of registering is fairly quick, but you normally wouldn't receive the card for a few weeks. If you need to open the account immediately, ask the staff at the city hall for a "touroku genpyou kisai jikou shoumeisho". This document acts as a substitute card until your official card is ready. Any foreigner can obtain an ARC, including those on tourist visas.

    The staff can assist you with the paperwork required to open an account, or refer you to a bank where there are multilingual staff. One option you may wish to consider if you are going to be continuing to live in Japan, but relocating from Sapporo, is the new Shinsei Bank.

    If you are only going to be in Sapporo for a short course and do not need a bank account, please note that the post office ATMs accept foreign issued cashcards if they are part of the Cirrus/Plus network.

  • Airport/Station Pickup Service: This is an optional service operating to Shin Chitose Airport and Sapporo station. You can request the service when applying for your program or by email later in the enrollment process. Airport pickups start from 6000 yen, but depending on staff availability, the time of your arrival, and public holidays, may cost up to 15000 yen. Please note that the excellent train service between Shin-Chitose and JR Sapporo Station costs only 1040 yen (the signage is bilingual) and that we can provide detailed instructions and maps for a taxi driver from JR Sapporo Station to either the school or your accommodation.

  • Tourism & Travel Information: Sapporo (and Hokkaido) has a wealth of resources, brochures etc available via the tourist information bureaus (the largest one is inside Sapporo Station). Most of the staff working in the information centers are multilingual, so if your Japanese is still at beginner to intermediate level you wouldn't experience any problems. For information about low cost destinations & events though the Student Services office is able to provide information and directions.

  • Photocopying & Printing: If you need something photocopied, please bring it to the office. For printing we need you to bring the file on some form of portable media (USB device, disk etc). There is a small charge for these services.
